NYC Traffic Q: Do you receive points on your license if you receive a ticket for driving with an expired license?

Here's the deal. I received a letter from DMV saying that my license will end the day my 21-b. But he said he had to get a form filled out by an eye doctor to renew. I assumed that travel eventually, but today I stopped for the right. The police gave me 2 tickets: passing on the right and license expired (less than 60 days). First, all my friends said that new licenses had been sent home without any renewal process (when they were 21). Does everyone have to fill out the form eye? For his third point: The DMV does not have to do "anything" for you. They will not call and say … "Hey, Timmy … we are still waiting to give us his report of eye examination so we can send license renewal you need.
